Councillors have voted not to take part in the Pay As You Go system of having tax instalments deducted from their salaries because it would conflict with some Councillors’ private business interests.

At Thursday’s meeting, the option of participating in the PAYG system was put to Councillors.

They were told the advantage of being part of the system was that it would result in Councillors being treated as employees for taxation purposes, which would allow possible salary sacrificing opportunities such as a vehicle.

In return, they would have tax automatically deducted from any salary payments or meeting fees, and any non-cash remuneration would be subject to Fringe Benefit Tax.

If they chose not to take part, tax instalments would not be deducted and they would have to use their own vehicles to carry out their duties. But they would not be classified as employees, so any existing arrangements they have with the ATO would remain in place.

Mayor Keith Campbell told the meeting whatever system Councillors decided on would have to apply to them all.

He said that in discussions prior to the meeting, some Councillors had raised the issue that they had pre-existing arrangements through their private business interests that would cause them difficulty if they were reclassified as employees.

When the matter was put to a vote, Councillors elected not to take part in the PAYG system.

The Local Government Association of Queensland will ask the State Government to look into why results for the March 19 Council elections took more than two weeks to be declared.

At Thursday’s post-election meeting, Mayor Keith Campbell and Deputy Mayor Kathy Duff were appointed as the region’s LGAQ representatives.

Mayor Campbell told the meeting the delays in declaring results for the recent Council elections had drawn widespread criticism and were not acceptable.

He understood the LGAQ will be approaching the State Government on behalf of all Queensland councils to see how the situation could be fixed.
