Arnold Murray will be the next Cherbourg Mayor following Saturday’s Council election.
Although the results will not be declared until next week, the former Cherbourg councillor cannot now be dislodged from the top spot by outstanding postal votes.
Cr Murray’s nearest competitor is Cr Christine Stewart, who is 15 votes behind.
Three of the four Councillor positions are also certain: Elvie Sandow (154 votes), Tom Langton (123 votes) and Alana Purcell (114).
The fourth position will be decided on postal votes.
Gordon Wragge, Arthur Georgetown and James Saltner are all tied on 100 votes with Lynette Brown on 99 votes.
Retiring Cherbourg Mayor Ken Bone has failed in his attempt to be elected as a councillor.
