{"id":76702,"date":"2014-08-04T18:56:29","date_gmt":"2014-08-04T08:56:29","guid":{"rendered":"http:\/\/southburnett.com.au\/news2\/?p=76702"},"modified":"2020-08-26T20:02:02","modified_gmt":"2020-08-26T10:02:02","slug":"contractor-begins-10-year-fly-ash-deal","status":"publish","type":"post","link":"https:\/\/southburnett.com.au\/news2\/2014\/08\/04\/contractor-begins-10-year-fly-ash-deal\/","title":{"rendered":"Contractor Begins 10-Year Fly Ash Deal"},"content":{"rendered":"<table width=\"240\" border=\"0\" cellspacing=\"0\" cellpadding=\"10\" align=\"right\">\n<tbody>\n<tr>\n<td>\n<table class=\"box1\" width=\"220\" cellspacing=\"0\" cellpadding=\"10\" align=\"right\">\n<tbody>\n<tr>\n<td>\n<p style=\"text-align: left;\"><span style=\"font-size: 23px; line-height: 26px;\"><strong>Coal Reuse Promises Multi-Million Dollar Investment, Jobs<\/strong><\/span><\/p>\n<p><strong>Coal Reuse says &#8220;significant new local jobs&#8221; will be created through construction of new multi-million dollar facilities, &#8220;operation of innovative capability on site&#8221;, and the development of new CCP industries.<\/strong><\/p>\n<p>&#8220;We are extremely pleased to work with Stanwell in leading the market by creating a completely new approach to CCP reuse,&#8221; Coal Reuse chief operating officer Scott Dolan said.<\/p>\n<p>&#8220;We are committed to developing a new open market for CCPs that will enable local, national and international customers to acquire high quality CCPs with confidence and certainty and with consistency of quality.&#8221;<\/p>\n<p><strong>Coal Reuse plans to open an office in Alford Street, Kingaroy, to manage its local operations.<\/strong><\/p>\n<p>Stanwell&#8217;s general manager (coal generation mining operations) Phil David welcomed the appointment of Coal Reuse.<\/p>\n<p>&#8220;The use of a single contractor to manage and sell CCPs from Stanwell sites will streamline our business and potentially develop new domestic and international markets,&#8221; he said.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong>August 1, 2014<\/strong><\/p>\n<p><strong>by Anne Miller<\/strong><\/p>\n<p>Pozzolanic Enterprises &#8211; a subsidiary of Cement Australia &#8211; has hauled its last load of fly ash from the Tarong power stations, putting to an end a saga during which allegations of uncompetitive behaviour have been tested at times by both the Australian Competition and Consumer Commission and the Federal Court.<\/p>\n<p>Cement Australia&#8217;s contract with Stanwell officially wound up last Thursday.<\/p>\n<p>Stanwell has struck a new 10-year deal which gives Sydney-based Coal Reuse Pty Ltd\u00a0the exclusive right to remove &#8220;coal combustion products&#8221; (CCPs), ie bottom ash, fly ash, pond ash and cenospheres, from Tarong and Tarong North stations.<\/p>\n<p>These by-products of burning coal have important commercial uses: fly ash is used in the production of ready-mixed concrete; cenospheres are used in paint production.<\/p>\n<p>Pozzolanic has been hauling ash for decades from coal-fired power stations in Queensland.<\/p>\n<p><strong>However, the activity has been dogged with controversy over the years with both competitors and the ACCC at times alleging competition issues.<\/strong><\/p>\n<p>In March 2011, the ACCC announced it would not give the green light to any new agreement between Pozzolanic and the then-Tarong Energy Corporation and Tarong North Pty Ltd.<\/p>\n<p>One of the problems cited by would-be competitors at that time was that Pozzolanic equipment was connected directly to equipment at the power station, effectively stopping access by other companies.<\/p>\n<p>The ACCC &#8211; which at the time was involved with litigation with Pozzolanic over a flyash agreement with Milmerran power station &#8211; put the proposed Tarong \/ Tarong North agreement out to public comment.<\/p>\n<p>However, in August 2011, the ACCC decided to conditionally approve the Pozzolonic agreement with Tarong \/ Tarong North. This conditional authorisation, which protected conduct which might otherwise be seen to be uncompetitive, expired earlier this year.<\/p>\n<p><strong>In 2013, the Federal Court ruled that certain contractual provisions between Cement Australia and Queensland power stations over the years had lessened competition in the market.<\/strong><\/p>\n<p>Justice Greenwood said Cement Australia had been able to acquire &#8220;virtually all of the concrete-grade fly ash available&#8221; and was a &#8220;virtual single supplier&#8221; in the downstream market, although he ruled that CA \u00a0was not taking advantage of this power downstream.<\/p>\n<p>A press release from Coal Reuse this week echoed the judge&#8217;s ruling: \u00a0&#8220;Coal Reuses&#8217;s method will be subject to &#8216;open market principles&#8217; designed to ensure all parties who access CCPs from Stanwell sites have fair access and commercially reasonable conditions&#8221;.<\/p>\n<h2 style=\"text-align: center;\">* * *<\/h2>\n<p style=\"text-align: left;\"><strong>southburnett.com.au understands the presence of Pozzolanic handling equipment on site is again causing controversy, with Coal Reuse unable to have full access until it is dismantled.<\/strong><\/p>\n<p>This process could take up to three months.<\/p>\n<p><strong>southburnett.com.au<\/strong> has also been told the new Coal Reuse contract could also have ramifications for Nanango-based Envirospheres who have been processing cenospheres from Tarong for industrial use.<\/p>\n<p>Attempts to contact Pozzolanic, Coal Reuse and Envirospheres management for comment have not been successful.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pozzolanic Enterprises &#8211; a subsidiary of Cement Australia &#8211; has hauled its last load of fly ash from the Tarong power stations, putting to an end a saga during which allegations of uncompetitive behaviour have been tested at times by both the Australian Competition and Consumer Commission and the Federal Court.<\/p>\n","protected":false},"author":20,"featured_media":56776,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":[],"categories":[5,3],"tags":[34],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v19.11 -
