{"id":7062,"date":"2012-07-24T12:21:29","date_gmt":"2012-07-24T02:21:29","guid":{"rendered":"http:\/\/southburnett.com.au\/news2\/?p=7062"},"modified":"2020-10-02T10:06:14","modified_gmt":"2020-10-02T00:06:14","slug":"mps-survey-reveals-south-burnett-still-unhappy-with-amalgamation","status":"publish","type":"post","link":"https:\/\/southburnett.com.au\/news2\/2012\/07\/24\/mps-survey-reveals-south-burnett-still-unhappy-with-amalgamation\/","title":{"rendered":"MP&#8217;s Survey Reveals South Burnett<br> Still Unhappy With Amalgamation"},"content":{"rendered":"<figure id=\"attachment_4723\" aria-describedby=\"caption-attachment-4723\" style=\"width: 200px\" class=\"wp-caption alignright\"><a href=\"http:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2012\/06\/warrentruss.jpg\"><img loading=\"lazy\" class=\"size-full wp-image-4723\" title=\"Warren Truss\" src=\"http:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2012\/06\/warrentruss.jpg\" alt=\"\" width=\"200\" height=\"277\" \/><\/a><figcaption id=\"caption-attachment-4723\" class=\"wp-caption-text\">Member for Wide Bay Warren Truss<\/figcaption><\/figure>\n<p><strong>July 24, 2012<\/strong><\/p>\n<p>Federal MP Warren Truss&#8217;s &#8220;<strong>Wide Bay Community Survey<\/strong>&#8221; has revealed that more than four years after the forced amalgamation of local Councils,\u00a0\u00a076 per cent of respondents in the South Burnett still believe the amalgamation has been unsuccessful, and 53 per cent want a referendum to vote on de-amalgamation.<\/p>\n<p>In fact, a strong majority of all respondents to the 2012 survey, distributed by Mr Truss&#8217;s office across the Wide Bay electorate, want a referendum on whether their Council should be de-amalgamated.<\/p>\n<p>About 4000 people responded to the survey, which asked more than 100 questions about local, State and Federal issues.<\/p>\n<p>Mr Truss, the Federal Member for Wide Bay, said the final results were still being tallied, however he had decided to release the interim results in regards to local government because of the short time frame to act.<\/p>\n<p><strong>&#8220;Communities only have a short time to decide if they want to de-amalgamate and so it is relevant that this interim result from the survey should be available now,&#8221; Mr Truss said.<\/strong><\/p>\n<table width=\"240\" border=\"0\" cellspacing=\"0\" cellpadding=\"10\" align=\"left\">\n<tbody>\n<tr>\n<td>\n<table class=\"box1\" width=\"220\" cellspacing=\"0\" cellpadding=\"10\" align=\"left\">\n<tbody>\n<tr>\n<td>\n<h3><strong>How Councils Can<br \/>\nDe-Amalgamate<\/strong><\/h3>\n<p>On June 29, Local Government Minister <strong>David Crisafulli<\/strong> announced the process where Queensland councils can apply to de-amalgamate and return to their 2008 boundaries.<\/p>\n<p>However he said the process wasn&#8217;t easy and the State Government would prefer that councils try to make amalgamation work.<\/p>\n<p>Any council wishing to de-amalgamate will need to:<\/p>\n<p>\u2022 Provide a strong, evidence-based, community-backed submission based on the pre-amalgamation local government boundaries.<\/p>\n<p>\u2022 Table a detailed estimate of the potential financial costs.<\/p>\n<p>\u2022 Demonstrate an understanding that the former shire wishing to de-amalgamate will have to meet all costs involved.<\/p>\n<p>\u2022 Provide a petition signed by at least 20 per cent of the voting population.<\/p>\n<p>Former Mackay Mayor <strong>Colin Meng<\/strong>, who has been appointed Boundaries Commissioner, will assist communities as they prepare their submissions, which must be made by <strong>August 29.<\/strong><\/p>\n<p>Mr Crisafulli will then decide which submissions meet the criteria and pass them on to Mr Meng who will work with the Qld Treasury Corp to determine the exact costs of de-amalgamation.<\/p>\n<p>The Commissioner&#8217;s report, due by November 28, will be made public and include an analysis of the benefits and costs, financial forecasts for the de-amalgamated council, recommendations on reallocating community assets and electoral arrangements.<\/p>\n<p>If approved, proposals will go to a referendum where residents in the area wishing to break away can vote for or against the de-amalgamation.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Mr Truss said just 9 per cent or respondents to his survey felt the amalgamation of their Council has been a success, and an overwhelming 80 per cent said it had not been; 11 per cent were unsure.<\/p>\n<p>He emphasised that the survey result should not be seen as any kind of rebuff for local councillors. They had only recently been elected and had inherited a situation forced on them by the previous State Government, he said.<\/p>\n<p>&#8220;This response indicates that much work still needs to be done to convince people that the forced amalgamation of their local Council has been successful,&#8221; Mr Truss said.<\/p>\n<p>Satisfaction with the success of amalgamated Councils was low across the electorate, with the Gympie Regional Council getting the best result.<\/p>\n<p>According to the survey, 11 per cent of respondents from the Gympie Regional Council area were satisfied with the amalgamation of their Council compared with 69 per cent who were not; 10 per cent of respondents from the Wide Bay electorate who live in the Sunshine Coast Council area were satisfied with the amalgamation of their Council compared with 83 per cent who were not.<\/p>\n<p><strong>In the South Burnett Regional Council area, 9 per cent of respondents thought the amalgamation had been successful, compared with 76 per cent who thought the amalgamation was unsuccessful.<\/strong><\/p>\n<p>However, the Fraser Coast Regional Council faces the biggest disenchantment amongst the survey\u2019s respondents.<\/p>\n<p>Only 6 per cent of Wide Bay residents who live in the Fraser Coast Regional Council area think the amalgamation of their Council has been successful, with 85 per cent saying that it was not.<\/p>\n<p>&#8220;The survey was distributed to households across the Wide Bay electorate soon after the Council elections,&#8221; Mr Truss said.<\/p>\n<p>&#8220;The results are not necessarily a reflection on the performance of the Council, but clearly indicate lingering frustration with the process undertaken by the former State Labor Government, which foisted amalgamations upon us.&#8221;<\/p>\n<p>He said smaller communities were concerned that their interests risked being lost in the new mega-Council structure.<\/p>\n<p>&#8220;The survey response is a signal to the State Government that people remain unhappy with the amalgamation process, with 68 per cent supporting a referendum on whether or not their Council should de-amalgamate.&#8221;<\/p>\n<p><strong>Those in favour of a referendum on de-amalgamation were highest in the former Noosa Shire (80 per cent yes, 15 per cent no); Fraser Coast (68 per cent yes, 21 per cent no); Gympie (52 per cent yes, 32 per cent no); and in the South Burnett Regional Council area (53 per cent yes, 31 per cent no).<\/strong><\/p>\n<p>&#8220;While some people thought that a referendum would be a waste of time and money and would not lead to any beneficial change, the result demonstrates that people do want the government to listen to their concerns,&#8221; Mr Truss said.<\/p>\n<p>&#8220;The new LNP Government has a plan to give communities a say on de-amalgamation, but as each community is different the process needs to be genuine and as flexible as possible to consider all options and empower local communities.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A survey has revealed that more than four years after the forced amalgamation of Councils, 76 per cent of respondents in the South Burnett still believe the amalgamation has been unsuccessful<\/p>\n","protected":false},"author":20,"featured_media":4724,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":[],"categories":[22,3],"tags":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v19.11 -
