{"id":53827,"date":"2014-01-13T06:12:35","date_gmt":"2014-01-12T20:12:35","guid":{"rendered":"http:\/\/southburnett.com.au\/news2\/?p=53827"},"modified":"2014-01-24T01:01:53","modified_gmt":"2014-01-23T15:01:53","slug":"council-defers-decision-on-low-cost-housing","status":"publish","type":"post","link":"https:\/\/southburnett.com.au\/news2\/2014\/01\/13\/council-defers-decision-on-low-cost-housing\/","title":{"rendered":"Council Defers Decision<br> On Low-Cost Housing"},"content":{"rendered":"<p><figure id=\"attachment_33366\" aria-describedby=\"caption-attachment-33366\" style=\"width: 200px\" class=\"wp-caption alignright\"><a href=\"http:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2013\/05\/keith_campbell_200.jpg\"><img loading=\"lazy\" src=\"http:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2013\/05\/keith_campbell_200.jpg\" alt=\"Keith Campbell\" title=\"Keith Campbell\" width=\"200\" height=\"350\" class=\"size-full wp-image-33366\" srcset=\"https:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2013\/05\/keith_campbell_200.jpg 200w, https:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2013\/05\/keith_campbell_200-171x300.jpg 171w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><\/a><figcaption id=\"caption-attachment-33366\" class=\"wp-caption-text\">SBRC Deputy Mayor Keith Campbell (Photo: SBRC)<\/figcaption><\/figure><strong>January 13, 2014<\/strong><\/p>\n<p>A proposal to expand the Taabinga housing estate to include low-cost housing in the form of a relocatable home park and multiple dwelling units will face further discussion following a motion at the South Burnett Regional Council&#8217;s December meeting.<\/p>\n<p>The proposal &#8211; which\u00a0<strong>southburnett.com.au<\/strong>\u00a0understands has drawn a range of objections from the public &#8211;\u00a0has been laid on the table for at least a month pending receipt of further information from the developer.<\/p>\n<p>The development\u00a0would require an alteration of the Town Plan, and it provoked spirited discussion amongst Councillors.<\/p>\n<p>Cr Keith Campbell said the 260-lot proposal was &#8220;a huge&#8221; development approval.<\/p>\n<p>&#8220;Reading the report, it will involve several precincts. But I don&#8217;t think all of it demonstrates community benefit,&#8221; he said.<\/p>\n<p>&#8220;The developer hasn&#8217;t answered these questions or affordability issues, and I really think an economic and social impact study needs to be done.<\/p>\n<p>&#8220;We should lay this matter on the table until a future meeting.&#8221;<\/p>\n<p>But Cr Damien Tessmann said he was against further delay.<\/p>\n<p>&#8220;I don&#8217;t know why the developer hasn&#8217;t put the information we&#8217;ve asked forward but I think what we have is enough (to make a decision on).&#8221;<\/p>\n<p>Cr Barry Green said he agreed with Cr Tessmann but felt it would be inappropriate to vote on the matter in the absence of Cr Deb Palmer, who had been granted a leave of absence from the meeting.<\/p>\n<p>&#8220;I have my views and won&#8217;t be changing my mind. <\/p>\n<p>&#8220;But Cr Palmer should have a say because this should be a full Council decision. So I am reluctantly supporting Cr Campbell&#8217;s motion.&#8221;<\/p>\n<p>Mayor Wayne Kratzmann also agreed that delay was advisable.<\/p>\n<p>&#8220;This is a major decision and we must have as much information as possible,&#8221; he said.<\/p>\n<p>The motion to lay the application on the table was passed 5-1, with Cr Tessmann opposed.<\/p>\n<p><center><strong>* * *<\/strong><\/center><center><\/p>\n<p style=\"text-align: left;\"><strong>The roll-out of the National Broadband Network across the South Burnett is continuing.<\/strong><\/p>\n<p style=\"text-align: left;\">At the Council&#8217;s December meeting, Councillors approved two applications for telecommunications towers to be erected at 101 Maguire Road in Wattle Camp and 166 Hillsdale Road in Booie.<\/p>\n<p style=\"text-align: left;\">The towers will help NBNCo blanket the region with a high speed wireless internet service.<\/p>\n<p style=\"text-align: left;\">This year the Council has approved (or assented to) towers at Blackbutt, Kumbia, Memerambi, Murgon, Nanango, Nanango South, Tingoora, Wondai, Booie East, Ellesmere, Maidenwell and Taabinga.<\/p>\n<p style=\"text-align: left;\">There are also proposals to co-locate transmitters on existing towers at Kingaroy, Nanango East and Proston.<\/p>\n<p style=\"text-align: left;\">There were no objections to the latest two proposals, Councillors were told.<\/p>\n<p style=\"text-align: left;\">NBNCo hopes to have the new service operational by 2015.<\/p>\n<p><strong>* * *<\/strong><\/center><strong>A proposal to subdivide one lot into 26 lots at 197 Taylors Road in Kingaroy received the South Burnett Regional Council&#8217;s assent after Councillors were assured that the development wouldn&#8217;t impact on agricultural land in the area or environmentally sensitive land nearby.<\/strong><\/p>\n<p>The subdivision is located near the corner of Taylors Road and the Bunya Highway and five of the lots would front Taylor&#8217;s Road.<\/p>\n<p>However access to those lots would be via an internal road, so there should be no impact on traffic flow.<\/p>\n<p>The development was approved unanimously.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>The Council also granted Preliminary Approval for a 13-lot subdivision at 116 Harris Road in Kingaroy at its December meeting.<\/strong><\/p>\n<p>The preliminary approval is subject to the developer providing sewerage, water supply and stormwater management reports to Council and agreeing to an environmental covenant that would provide a 10m buffer along one edge of the development.<\/p>\n<p>The approval has to be acted upon with four years or it will lapse.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>The Council will conduct an inspection program to identify and treat mosquito breeding in the town areas of Murgon, Wondai, Nanango and Kingaroy early next year.<\/strong><\/p>\n<p>The program is a follow-up on last year&#8217;s inspection program after <em>Aedes aegypti<\/em> mosquitos were found in the Burnett.<\/p>\n<p>The mosquitoes can spread Dengue Fever and Ross River Fever.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>The Boondooma Museum and Heritage Association Inc will seek a 20-year lease of the Museum&#8217;s grounds from Council to make it easier for the group to apply for grants.<\/strong><\/p>\n<p>The museum, which hopes to open on-site caravan park and cabin facilities in the foreseeable future, has found the lack of a formal lease agreement with the Council has made sourcing grants difficult.<\/p>\n<p>Councillors heard there is no in-principle objection to the idea, and Council officers will work with representatives of the Association to draft a document that is agreeable to both parties.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>The South Burnett Regional Council&#8217;s Traffic Advisory Committee has turned down a request by Member For Nanango Deb Frecklington to be allowed to attend the committee&#8217;s quarterly meetings.<\/strong><\/p>\n<p>While Mrs Frecklington&#8217;s interest in local road issues was greatly appreciated, Councillors were told her attendance could cause problems with the Code Of Conduct for State employees.<\/p>\n<p>This was because many other members of the committee (such as representatives from Queensland Police, Queensland Ambulance Service and Main Roads) were employed by the Queensland public service.<\/p>\n<p>Mrs Frecklington was advised that any matters for the Traffic Advisory Committee should be raised with either Mayor Wayne Kratzmann or Roads Portfolio leader Cr Damien Tessmann.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>Council has received plans for the layout of new traffic lights at the corner of Drayton Street and the D&#8217;Aguilar Highway at Nanango.<\/strong><\/p>\n<p>Plans for traffic lights at the intersection of Markwell and Kingaroy streets in Kingaroy were expected to be received before Christmas.<\/p>\n<p>It is expected both sets of traffic lights will be installed in 2014.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>Transport and Main Roads is investigating reducing the speed limit at Durong State School from 80km\/h to 60km\/h.<\/strong><\/p>\n<p>The action comes after an on-site meeting between South Burnett Mayor Wayne Kratzmann, Cr Kathy Duff and the Department.<\/p>\n<p>Any speed reduction would likely entail changes to the parking layout, and a report is expected to be given to the Traffic Advisory Committee in March 2014.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>The southern approach to Blackbutt from Brisbane will have its speed zone lengthened to help reduce traffic speed on the approach to town.<\/strong><\/p>\n<p>For this reason, the Blackbutt Community Council will be advised by Main Roads that their request for school zone signage on the D&#8217;Aguilar Highway isn&#8217;t warranted.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>Council&#8217;s Design and Technical Services department will erect signs near Murgon&#8217;s Gore Street Skate Park next year.<\/strong><\/p>\n<p>The signs will remind local children that they shouldn&#8217;t ride their bikes or skateboards on footpaths in the town&#8217;s CBD.<\/p>\n<p>The main area of concern is Lamb Street to Macalister Street.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>Roadtek will install signage near Cloyna and Windera State schools to remind motorists of school zone times.<\/strong><\/p>\n<p>Both schools have previously expressed concerns over high traffic speeds in the area.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>Several major road projects have either been recently completed or are nearing completion. These include:<\/strong><\/p>\n<ul>\n<li>D&#8217;Aguilar Highway passing lanes at Coolabunia<\/li>\n<li>Malar Road<\/li>\n<li>Kerbing and channelling of Scott Street, Benarkin<\/li>\n<li>Memerambi-Barkers Creek Road Stage 2<\/li>\n<li>Culvert installation at Thomson Street, Murgon<\/li>\n<li>Gipps Street and Arthur Street West in Nanango<\/li>\n<li>Reseals and line marking in Kingaroy<\/li>\n<\/ul>\n<p>As well, the following programs have begun:<\/p>\n<ul>\n<li>Kerbing and channeling of Nutt and Cooper Streets in Murgon<\/li>\n<li>Culvert installation on the Kumbia-Brooklands Road<\/li>\n<li>Radunz Road<\/li>\n<li>Shoulder grading and gravel re-sheeting on the Maidenwell-Bunya Mountains Road<\/li>\n<li>Bridge replacement at Drayton Street, Nanango<\/li>\n<\/ul>\n<p>Timber bridge maintenance has also been carried out on Hansens Gully Bridge at Mondure to remove the temporary load limit on the bridge.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>Council will press ahead with renaming the Kumbia-Brookland Road to Kumbia Road in order to reduce confusion for emergency services responding to incidents in the area and improve the safety of residents.<\/strong><\/p>\n<p>At the December meeting, Councillors resolved to continue rural numbering from Ellesmere Road to Stuart Street in Kumbia.<\/p>\n<p>Council will advise all 20 affected property owners and offer them financial assistance of $50 per residence to assist with their change of address obligations.<\/p>\n<p>Council will also erect four new signs at a cost of $800.<\/p>\n<p>The motion was moved by Cr Damien Tessmann and seconded by Cr Barry Green.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>The South Burnett Regional Council has agreed to a request from the Department of Natural Resources and Mines to permanently close an unformed road reserve at Goodger.<\/strong><\/p>\n<p>The reserve is just south of Haly Creek Road and west of the Kingaroy-Cooyar Road, and the total area of land to be resumed is 2160sq m.<\/p>\n<p>Councillors heard the reserve is currently being used for grazing and there was no reason to reject DNRM&#8217;s request.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>Seven significant capital works projects affecting the South Burnett&#8217;s water and waste water systems were scheduled to be completed before Christmas.<\/strong><\/p>\n<p>Water and Wastewater Portfolio leader Cr Barry Green said these were:<\/p>\n<ul>\n<li>Water main replacement in Jones Street, Blackbutt<\/li>\n<li>Connecting Chester Street, Nanango, to new water mains after carrying out directional drilling under the D&#8217;Aguilar Highway<\/li>\n<li>Carrying out directional drilling on either side of the Drayton Street Bridge to replace water and pressure sewer mains prior to the commencement of bridge replacement works<\/li>\n<li>Connecting Edward Street, Wondai, to new water mains after directional drilling under the Bunya Highway<\/li>\n<li>Installing a further 250m of the Kingaroy water rising main at the Gordonbrook end, which entailed drilling through hard rock<\/li>\n<li>Rural scheme water main replacement at Fairdale Road in Proston<\/li>\n<li>Relining the sewer main junctions in Nanango<\/li>\n<\/ul>\n<p>As well, two other projects have begun:<\/p>\n<ul>\n<li>Programmed maintenance including valve replacements and hydrant testing, and<\/li>\n<li>Relining sewer main junctions in Kingaroy, Wondai and Murgon<\/li>\n<\/ul>\n<p>Cr Green said he&#8217;d also recently attended information sessions on the new draft Water Resource (Burnett Basin) Plan in Murgon and Nanango and a submission from Council has been prepared as a result.<\/p>\n<p>Cr Green said one area of particular concern was the establishment of a groundwater management zone in the Barkers Creek alluvial area, which would impact Council&#8217;s bore water supply for Nanango as well as irrigators.<\/p>\n<p>Results of the submission will be tabled at a future Council meeting when they&#8217;re known.<\/p>\n<p><center><strong>* * *<\/strong><\/center><strong>Council has endorsed the working draft of the 30-year Queensland Plan put forward by the State Government.<\/strong><\/p>\n<p>In February last year Premier Campbell Newman announced that his government wanted to develop a long-term plan for the State and invited all Queenslanders to contribute their ideas towards it.<\/p>\n<p>In October a summit for the State&#8217;s local governments was held in Brisbane and was attended by Mayor Wayne Kratzmann and Cr Kathy Duff as the South Burnett&#8217;s representatives.<\/p>\n<p>At the December meeting, Councillors moved a vote of thanks for being invited to participate in the summit, and also endorsed the Council&#8217;s support for the Queensland Plan.<\/p>\n<p>Among other things, the Queensland Plan hopes to move half the State&#8217;s population out of the south-east corner and into rural and regional areas over the next three decades.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A proposal to expand
