{"id":47841,"date":"2013-10-16T17:39:38","date_gmt":"2013-10-16T07:39:38","guid":{"rendered":"http:\/\/southburnett.com.au\/news2\/?p=47841"},"modified":"2023-03-15T16:07:46","modified_gmt":"2023-03-15T06:07:46","slug":"council-will-end-cat-registrations","status":"publish","type":"post","link":"https:\/\/southburnett.com.au\/news2\/2013\/10\/16\/council-will-end-cat-registrations\/","title":{"rendered":"Council Will End Cat Registrations"},"content":{"rendered":"<figure id=\"attachment_42122\" aria-describedby=\"caption-attachment-42122\" style=\"width: 200px\" class=\"wp-caption alignright\"><a href=\"http:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2013\/08\/kathy_duff_200.jpg\"><img loading=\"lazy\" class=\"size-full wp-image-42122\" title=\"Cr Kathy Duff\" src=\"http:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2013\/08\/kathy_duff_200.jpg\" alt=\"Cr Kathy Duff\" width=\"200\" height=\"296\" \/><\/a><figcaption id=\"caption-attachment-42122\" class=\"wp-caption-text\">SBRC Cr Kathy Duff<\/figcaption><\/figure>\n<p><strong>October 16, 2013<\/strong><\/p>\n<p>The South Burnett Regional Council today voted to put an end to compulsory cat registrations but owners will still have to pay the renewal notices recently distributed.<\/p>\n<p>Registrations will come to an end at the conclusion of current registration period.<\/p>\n<p>The State Government announced last month it would repeal Queensland&#8217;s mandatory cat registration law, and gave councils until October 20 to decide whether they wanted to continue their own cat registration schemes or not.<\/p>\n<p>At today&#8217;s monthly meeting, Council officers recommended the Council continue its current registration system until at least May 2014 in order to give the council &#8220;more time to fully consider the matter of ongoing cat registration&#8221;.<\/p>\n<p>But Cr Kathy Duff \u00a0moved an amended motion &#8220;that the South Burnett Regional Council no longer charge a cat registration fee after the current registration period ends&#8221;, ie. bringing forward the decision-making process.<\/p>\n<p>The amendment provoked lively discussion.<\/p>\n<p><strong>Cr Barry Green said he was in favour of continuing cat registrations; partly because the current system brought in almost $30,000 a year in fees, partly because feral cats were a major pest in the region, and partly because the registration system encouraged microchipping cats.<\/strong><\/p>\n<p>&#8220;If there&#8217;s no cat registration system, who&#8217;s going to care about getting their cat microchipped? Who&#8217;s going to check if a cat&#8217;s microchipped or not? And who&#8217;s going to comply?&#8221; Cr Green said.<\/p>\n<p>He added that if the Council let cat owners &#8220;off the hook&#8221;, then dog owners might feel that they were being unfairly treated and demand the current dog registration system come to an end, too.<\/p>\n<p>Cr Deb Palmer asked how much of the $30,000 the Council currently receives in registration fees was used up in enforcement costs.<\/p>\n<p>SBRC Finance Manager Gary Wall said that because registrations were a regulatory charge, the Council could only charge on a cost-recovery basis. So while he would need to look up exact figures to answer Cr Palmer&#8217;s question precisely, he was fairly certain the entire system really cost more to run than the fees it received.<\/p>\n<p>Cr Keith Campbell said while he liked certain features of the cat registration system &#8211; such as giving council some data about the number of cats in the area &#8211; he wasn&#8217;t convinced registration solved some of the problems Cr Green talked about.<\/p>\n<p>&#8220;Cats aren&#8217;t dangerous,&#8221; he said, &#8220;but some dogs are. That&#8217;s why we register them.&#8221;<\/p>\n<p>&#8220;Cat are very dangerous to birds and small Australian marsupial animals,&#8221; Cr Green replied.<\/p>\n<p>Cr Damien Tessmann said he agreed with Cr Green on the feral cat issue and wanted to proceed with the Council officers&#8217; recommendation.<\/p>\n<p>Mayor Wayne Kratzmann said the rule he applied was to ask &#8220;would Council have introduced this system if it hadn&#8217;t been forced on us?&#8221; and he thought the answer was &#8220;no&#8221;.<\/p>\n<p>He supported Cr Duff&#8217;s motion to bring cat registrations to an end at the end of the current registration period.<\/p>\n<p>Cr Duff&#8217;s motion was carried 4 to 3.<\/p>\n<p><a href=\"http:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2013\/10\/20131016cats.jpg\"><img loading=\"lazy\" class=\"aligncenter wp-image-47845\" title=\"SBRC cat registration data\" src=\"http:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2013\/10\/20131016cats.jpg\" alt=\"SBRC cat registration data\" width=\"740\" height=\"301\" srcset=\"https:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2013\/10\/20131016cats.jpg 620w, https:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2013\/10\/20131016cats-300x122.jpg 300w\" sizes=\"(max-width: 740px) 100vw, 740px\" \/><\/a><\/p>\n<p><center><em><strong>Table:<\/strong> South Burnett Regional Council cat registration data &#8211; according to the Council&#8217;s system,<br \/>\nthere are now only 26 &#8220;entire&#8221; domestic cats in the South Burnett.<\/em><\/center><\/p>\n<h2 style=\"text-align: center;\"><strong>* * *<\/strong><\/h2>\n<p><strong>Toowoomba Regional Council voted to end its own cat registration system yesterday.<\/strong><\/p>\n<p>The Council will cease operating its system on July 1, 2014.<\/p>\n<p>Instead it will look at ways to encourage cat owners to have their pets desexed and microchipped.<\/p>\n<p><center><\/p>\n<h2 style=\"text-align: center;\"><strong>* * *<\/strong><\/h2>\n<p><\/center><strong>Gympie Regional Council also put an end to cat registrations at its ordinary meeting on October 2.<\/strong><\/p>\n<p>Unlike Toowoomba and the South Burnett, Gympie Regional Council decided to end its cat registration program immediately and to refund all registrations paid for the current year.<\/p>\n<p><center><\/p>\n<h2 style=\"text-align: center;\"><strong>* * *<\/strong><\/h2>\n<p><\/center><strong>Note:<\/strong> Although cat registrations will end in all three Council areas, it will still be compulsory to microchip cats.<\/p>\n<p><strong>Related articles:<\/strong><\/p>\n<ul>\n<li><strong><a href=\"http:\/\/southburnett.com.au\/news2\/2013\/10\/council-to-vote-on-cat-fees\/\">Council To Vote On Cat Fees<\/a><\/strong><\/li>\n<li><strong><a href=\"http:\/\/southburnett.com.au\/news2\/2013\/09\/cat-registrations-to-end\/\">Cat Registrations To End?<\/a><\/strong><\/li>\n<\/ul>\n<p><strong>[UPDATED]<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The South Burnett Regional Council today voted to put an end to compulsory cat registrations but owners will still have to pay the renewal notices recently distributed.<\/p>\n","protected":false},"author":3,"featured_media":20678,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":[],"categories":[22,3],"tags":[1131],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v19.11 -
