Where Should UCG Plants Be Allowed?<\/strong><\/h3>\n

According to the ISP report:<\/strong><\/p>\n

\u2022 The coal seam should be at a sufficient depth to ensure that any potential environmental contamination can be demonstrated to have “minimal environmental consequences”. With deeper coal, there are fewer usable aquifers and, if appropriate sealing horizons are present above the gasification depth,\u00a0there is a much lower probability of materials (gas or liquid) moving to the surface.<\/p>\n

\u2022 Sufficiently distant from rivers, lakes, springs and seeps to avoid contamination should chemicals escape the cavity<\/p>\n

\u2022 Sufficiently distant from the nearest town and\/or intensive surface infrastructure, eg,\u00a0irrigation or feedlots, and areas of significant environmental value, eg, World Heritage forests or wetlands, to avoid contamination should chemicals escape the cavity and to minimise impacts of odours.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

The State Government today released the final recommendations of the Independent Scientific Panel examining the future of the Underground Coal Gasification (UCG) industry in Queensland … but the words “Cougar Energy” don’t appear once in the 51-page document.<\/p>\n

The failed Coolabunia project was one of three UCG trials established in Queensland in 2008.<\/p>\n

The Independent Scientific Panel (ISP) report released today considered the results of the other two trials, run by Linc Energy (at Chinchilla) and Carbon Energy (at Bloodwood Creek, west of Dalby).<\/p>\n

It found that, in principle, UCG technology could be conducted “in a manner that is\u00a0acceptable socially and environmentally safe when compared to a wide range of other\u00a0existing resource-using activities”.<\/p>\n

However, it noted that commissioning a new plant involved “significant risk”, including underground explosion.<\/p>\n

It also noted several incidents that had occurred at both trials, and that sufficient safety systems (automatic shutdown systems) were not in place.<\/p>\n

UCG is a process that burns coal deep underground to create gas which can then be used for electricity generation.<\/p>\n

The Cougar Energy trial was shut down by the State Government in 2010 after a well failure and allegations that this failure had contaminated nearby water bores.<\/p>\n

Cougar Energy is now suing the State Government \u2013 and three government officials \u2013 for more than $34 million in damages, and has lodged an appeal with the Planning and Environment Court.<\/p>\n

The ISP report said Linc Energy and Carbon Energy had both demonstrated they could operate a gasifier but noted neither had yet proven they could successfully decommission a burned out cavity.<\/p>\n

From the report:<\/strong><\/p>\n

The ISP remains open to the possibility that the concept is feasible. However\u00a0sufficient scientific\/technical information, particularly relating to decommissioning, is not yet\u00a0available to reach a final conclusion.\u00a0<\/em><\/p>\n

Important work has been undertaken but more is yet to be\u00a0done.\u00a0<\/em>For example, neither company has gained access to a gasified cavity, sampled it and provided\u00a0information on the current contents and condition of surrounding materials.<\/em><\/p>\n

At mid-2012, neither company had completed a burn of sufficient duration to create a final cavity of\u00a0the dimensions that are expected under a commercial process.<\/em><\/p>\n

Until this is done it is difficult to\u00a0come to a final conclusion regarding the technology.<\/em><\/p>\n

Given this situation, the ISP believes it would be\u00a0pre-emptive to consider commercial scale.<\/em><\/p>\n

However, given the considerable investment by the\u00a0companies and Queensland Government to date, and the undoubted future importance of UCG as a\u00a0viable energy source of global significance, the ISP is of the view that the gasifiers currently\u00a0operating should be permitted to continue until a cavity of significant dimensions is available for full\u00a0and comprehensive demonstration.<\/em><\/strong><\/p>\n

At that time, commercial scale UCG facilities could be\u00a0considered. There is more work to be done on the design and environmental and operational safety\u00a0for multi-panel operations.”<\/em><\/p><\/blockquote>\n

The ISP recommended that \u00a0the State Government permit Carbon Energy and Linc Energy to continue their current pilot trials, however a planning and action process should be established to demonstrate successful “decommissioning” of the underground cavities.<\/strong><\/p>\n

Until decommissioning can be demonstrated, no commercial UCG facility should be commenced.<\/p>\n

Natural Resources Minister Mr Andrew Cripps said the State Government had provided in-principle support to these recommendations.<\/strong><\/p>\n

\u201cThe Newman Government is committed to growing the resources sector for the economic benefit of all Queenslanders \u2013 but in a balanced and sustainable manner,\u201d he said.<\/p>\n

\u201cLike all emerging industries, the UCG industry must demonstrate it can be conducted in a manner that is environmentally safe, and that it can adequately co-exist with other resource activities.<\/p>\n

\u201cI encourage Carbon Energy and Linc Energy to continue working with the government to demonstrate long-term technical and environmental sustainability of their trial projects.\u201d<\/p>\n

A spokeswoman for Member for Nanango Deb Frecklington told southburnett.com.au<\/strong> today the Coolabunia project would not be restarting, regardless of today’s report.<\/p>\n
