{"id":34895,"date":"2013-05-30T15:09:14","date_gmt":"2013-05-30T05:09:14","guid":{"rendered":"http:\/\/southburnett.com.au\/news2\/?p=34895"},"modified":"2020-09-18T13:15:56","modified_gmt":"2020-09-18T03:15:56","slug":"indigenous-councils-told-to-lift-fees","status":"publish","type":"post","link":"https:\/\/southburnett.com.au\/news2\/2013\/05\/30\/indigenous-councils-told-to-lift-fees\/","title":{"rendered":"Indigenous Councils Told To Lift Fees"},"content":{"rendered":"<figure id=\"attachment_3620\" aria-describedby=\"caption-attachment-3620\" style=\"width: 200px\" class=\"wp-caption alignright\"><a href=\"http:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2012\/05\/david-crisafulli-200.jpg\"><img loading=\"lazy\" src=\"http:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2012\/05\/david-crisafulli-200.jpg\" alt=\"David Crisafulli\" title=\"David Crisafulli\" width=\"200\" height=\"314\" class=\"size-full wp-image-3620\" srcset=\"https:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2012\/05\/david-crisafulli-200.jpg 200w, https:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2012\/05\/david-crisafulli-200-191x300.jpg 191w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><\/a><figcaption id=\"caption-attachment-3620\" class=\"wp-caption-text\">Local Government Minister<br \/> David Crisafulli<\/figcaption><\/figure>\n<p><strong>May 30, 2013<\/strong><\/p>\n<p>The State Government has announced a &#8220;carrot and stick&#8221; approach to indigenous councils, aimed at ending what it describes as a &#8220;handout approach&#8221; to government funding.<\/p>\n<p>The changes are aimed at encouraging councils to collect more money locally, in the form of municipal charges for water and other amenities.<\/p>\n<p>Councils which introduce local charges will become eligible for a share of a reserved pool of $1.5 million, withheld by the State Government from its $32 million allocation to the 16 indigenous councils.<\/p>\n<p>Local Government Minister David Crisafulli told a gathering of indigenous mayors and councillors in Cairns today that it was time indigenous councils which functioned well were recognised.<\/p>\n<p>But he said &#8220;incentives&#8221; needed to be given to those that needed to improve.<\/p>\n<p>\u201cFor years, governments have rewarded the councils that aren\u2019t prepared to collect revenue from their community, to the detriment of those which do,\u201d Mr Crisafulli said.<\/p>\n<p>\u201cIn effect, we\u2019ve rushed in and topped up revenue for those which weren\u2019t prepared to make the tough decisions.\u201d<\/p>\n<p>Mr Crisafulli said the problem was not the amount of money government was spending &#8220;but how we are spending it&#8221;.<\/p>\n<p><strong>\u201cWe will only lift indigenous communities to their full potential if we end the handout approach and replace it with an ability to chart their own financial success,\u201d he said.<\/strong><\/p>\n<p>In the 2013-2014 financial year, the State Government Financial Aid base grant will be $29 million, to be spread between all of Queensland\u2019s Indigenous communities on traditional funding guidelines.<\/p>\n<p>There will also be $3 million in incentive payments to councils which will be split into two equal parts:<\/p>\n<ul>\n<li>Payments which will be made available from February 2014 to councils which have shown improved generation of their own income (for example, through collection of municipal charges)<\/li>\n<\/ul>\n<ul>\n<li>A Business Incentive Scheme, which will be an application-based fund to encourage business and economic opportunities<\/li>\n<\/ul>\n<p>In an another change, councils which have received unqualified audit reports will receive their payments in two instalments rather than the current bureaucratic process of four quarterly payments.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The State Government has announced a &#8220;carrot and stick&#8221; approach to indigenous councils, aimed at ending what it describes as a &#8220;handout approach&#8221; to government funding.<\/p>\n","protected":false},"author":20,"featured_media":26396,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":[],"categories":[22,3],"tags":[1135,1131],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v19.11 -
