{"id":234615,"date":"2019-05-01T17:13:43","date_gmt":"2019-05-01T07:13:43","guid":{"rendered":"https:\/\/southburnett.com.au\/news2\/?p=234615"},"modified":"2020-09-21T11:15:58","modified_gmt":"2020-09-21T01:15:58","slug":"council-candidates-to-undergo-training","status":"publish","type":"post","link":"https:\/\/southburnett.com.au\/news2\/2019\/05\/01\/council-candidates-to-undergo-training\/","title":{"rendered":"Council Candidates To Undergo Training"},"content":{"rendered":"<figure id=\"attachment_209999\" aria-describedby=\"caption-attachment-209999\" style=\"width: 200px\" class=\"wp-caption alignright\"><a href=\"https:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2018\/05\/stirlinghinchliffe1.jpg\"><img loading=\"lazy\" class=\"size-full wp-image-209999\" src=\"https:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2018\/05\/stirlinghinchliffe1.jpg\" alt=\"\" width=\"200\" height=\"287\" \/><\/a><figcaption id=\"caption-attachment-209999\" class=\"wp-caption-text\">Local Government Minister<BR> Stirling Hinchliffe<\/figcaption><\/figure>\n<p><strong>May 1, 2019<\/strong><\/p>\n<p>Councillors and council candidates will undergo compulsory training as part of amendments to Local Government legislation introduced into State Parliament on Wednesday.<\/p>\n<p>The legislation also includes real-time disclosure of electoral donations.<\/p>\n<p>Local Government Minister Stirling Hinchliffe said the proposed reforms aimed to strengthen transparency, integrity and accountability in all Queensland Councils.<\/p>\n<p>The reforms are contained in the &#8220;Local Government Electoral (Implementing Stage 2 of Belcarra) and Other Legislation Amendment Bill 2019&#8221;.<\/p>\n<p>\u201cMandatory training was one of a number of recommendations from the Crime and Corruption Commission\u2019s Operation Belcarra Report,\u201d Mr Hinchliffe said.<\/p>\n<p><strong>\u201cIt requires all candidates at Local Government elections, including sitting Councillors, to undertake training as a condition of their nomination.<\/strong><\/p>\n<p>\u201cThis is about ensuring candidates having a strong understanding of their obligations, both during an election campaign and as a councillor once elected.&#8221;<\/p>\n<p>The Bill also mandates full preferential voting for mayoral and single councillor elections, to be effective for the 2020 local government election.<\/p>\n<p>\u201cThis aligns voting methodologies with State and Federal elections and helps to avoid voter confusion,\u201d Mr Hinchliffe said.<\/p>\n<p>\u201cIt ensures every vote counts, electing the candidate preferred by a majority of voters, and is thus inherently more democratic.<\/p>\n<p><strong>\u201cWe\u2019re also seeking to implement real time disclosure of electoral spending, an important transparency measure that will make local government representatives more accountable.<\/strong><\/p>\n<p>Other proposed reforms in Belcarra Stage 2 include:<\/p>\n<ul>\n<li>Requiring candidates to disclose particular interests as part of their nomination as a candidate, including membership of a political party;<\/li>\n<\/ul>\n<ul>\n<li>Prohibiting candidates and groups of candidates from using credit cards to pay for campaign expenses;<\/li>\n<\/ul>\n<ul>\n<li>Requiring candidates to provide details about a dedicated campaign bank account when nominating;<\/li>\n<\/ul>\n<ul>\n<li>Providing more certainty and clarity to councillors by refining the processes to manage a conflict of interest &#8211; including introducing prescribed conflicts of interest;<\/li>\n<\/ul>\n<ul>\n<li>Requiring further information around declaring gifts and donations;<\/li>\n<\/ul>\n<ul>\n<li>Removing powers of Mayors in relation to budgets, the appointment of senior executive employees, and the issuing of directions to the chief executive officer and senior executive employees; and<\/li>\n<\/ul>\n<ul>\n<li>Introducing new requirements relating to councillors\u2019 registers of interests to align with the requirements applying to State MPs.<\/li>\n<\/ul>\n<p>Belcarra Stage 1 reforms included the creation of the Office of the Independent Assessor to handle Councillor complaints and introducing a new Councillor Code of Conduct.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Councillors and council candidates will undergo compulsory training as part of amendments to Local Government legislation introduced into State Parliament on Wednesday. <\/p>\n","protected":false},"author":20,"featured_media":276888,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":[],"categories":[22,3],"tags":[1131],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v19.11 -
