{"id":232688,"date":"2019-04-09T20:55:34","date_gmt":"2019-04-09T10:55:34","guid":{"rendered":"https:\/\/southburnett.com.au\/news2\/?p=232688"},"modified":"2020-07-21T14:55:51","modified_gmt":"2020-07-21T04:55:51","slug":"mayor-defends-2m-council-upgrade","status":"publish","type":"post","link":"https:\/\/southburnett.com.au\/news2\/2019\/04\/09\/mayor-defends-2m-council-upgrade\/","title":{"rendered":"Mayor Defends $2m Council Upgrade"},"content":{"rendered":"<figure id=\"attachment_232336\" aria-describedby=\"caption-attachment-232336\" style=\"width: 740px\" class=\"wp-caption alignright\"><img loading=\"lazy\" class=\"wp-image-232336\" src=\"https:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2019\/04\/20190403nanango01.jpg\" alt=\"\" width=\"740\" height=\"460\" srcset=\"https:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2019\/04\/20190403nanango01.jpg 620w, https:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2019\/04\/20190403nanango01-300x186.jpg 300w\" sizes=\"(max-width: 740px) 100vw, 740px\" \/><figcaption id=\"caption-attachment-232336\" class=\"wp-caption-text\">Mayor Keith Campbell has answered social media criticism of the Council&#8217;s plans to refurbish the former Nanango Shire Council Chambers in Drayton Street, Nanango<\/figcaption><\/figure>\n<figure id=\"attachment_167461\" aria-describedby=\"caption-attachment-167461\" style=\"width: 200px\" class=\"wp-caption alignright\"><img loading=\"lazy\" class=\"size-full wp-image-167461\" src=\"https:\/\/southburnett.com.au\/news2\/wp-content\/uploads\/2017\/01\/keithcampbell.jpg\" alt=\"\" width=\"200\" height=\"300\" \/><figcaption id=\"caption-attachment-167461\" class=\"wp-caption-text\">South Burnett Mayor Keith Campbell (Photo: SBRC)<\/figcaption><\/figure>\n<p><strong>April 9, 2019<\/strong><\/p>\n<p>The $2 million refurbishment of the former Nanango Shire Council chambers is the cheapest option open to the South Burnett Regional Council, Mayor Keith Campbell says.<\/p>\n<p>He said it would also save ratepayers&#8217; money and would have no effect on rates.<\/p>\n<p>On Tuesday, Mayor Campbell responded to social media criticism of Council&#8217;s plan for the building.<\/p>\n<p>The criticism erupted after an outline of the refurbishments was unveiled at a public meeting last Wednesday night.<\/p>\n<p><strong>The Mayor said the Nanango building had already had a lot of money spent on it.<\/strong><\/p>\n<p>In 2014 the Council spent $170,000 to correct underground drainage issues on the site, which caused a section of the adjoining Nanango Cultural Centre&#8217;s floor to rot and require replacement.<\/p>\n<p>He said Council now faced a further $381,500 maintenance bill on the Drayton Street building.<\/p>\n<p>This money would need to be spent on replacing the building&#8217;s 30-year-old air conditioning system, which was nearing the end of its life.<\/p>\n<p>More money would also have to be spent on correcting the building&#8217;s box drainage channels which were so badly deteriorated they let water in every time there was heavy rain and damaged the building&#8217;s facade.<\/p>\n<p>He said ageing electrical and data cabling systems, which had already caused two fires, also had to be replaced.<\/p>\n<p>Mayor Campbell said a key cause of the high maintenance costs was not only the building&#8217;s age, but also its unusual construction.<\/p>\n<p>The original building had other buildings added to it over time, and had never been planned as a single structure.<\/p>\n<p><strong>&#8220;The future of this building has been under discussion in Council since 2016, and a full building assessment was carried out in 2017,&#8221; Mayor Campbell said.<\/strong><\/p>\n<table border=\"0\" width=\"240\" cellspacing=\"0\" cellpadding=\"10\" align=\"right\">\n<tbody>\n<tr>\n<td>\n<table class=\"box1\" width=\"220\" cellspacing=\"0\" cellpadding=\"10\" align=\"right\">\n<tbody>\n<tr>\n<td>\n<p style=\"text-align: left;\"><strong style=\"font-size: 1.5em; line-height: 26px;\">What Is Depreciation?<\/strong><\/p>\n<p><strong>Changes in accounting standards introduced about the same time as Queensland councils were amalgamated in 2008 altered the way councils handled the depreciation of assets.<\/strong><\/p>\n<p>Until then, Councils handled depreciation in a way which did not cover the cost of asset replacement.<\/p>\n<p>Now councils must set aside funds each year to pay for the future refurbishment or replacement of their assets.<\/p>\n<p>To comply with the new standards, South Burnett Regional Council has been setting aside money in its depreciation fund for the past decade.<\/p>\n<p>In the 2017-18 financial year alone, it set aside more than $16 million of its $72 million budget &#8211; about 22 per cent of its total income &#8211; for these future asset replacements.<\/p>\n<p>That same year it spent more than $5 million on asset repairs and replacements. At June 30 last year, it held a balance of $32 million in its fund.<\/p>\n<p>Nanango&#8217;s office refurbishment &#8211; and a similar refurbishment of the Council&#8217;s Wondai office and library already underway &#8211; will be paid for from this fund.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&#8220;We were given four options, which were to demolish the building and build a new one from scratch on the site; demolish and build a new one on a different site; refurbish the existing building; or move the 70 staff who work there to other Council facilities outside Nanango.&#8221;<\/p>\n<p>The Mayor said Councillors had immediately ruled out moving staff because of the impact it would have on Nanango&#8217;s economy.<\/p>\n<p>&#8220;But since demolition and rebuilding was likely to cost $4 million or more, we chose refurbishment instead,&#8221; he said.<\/p>\n<p>&#8220;Spending $2 million now will extend the building&#8217;s life an estimated 30 years, give Nanango a modern new library, reduce future maintenance costs to about $4000 a year and ensure our staff have a safe environment to work in.&#8221;<\/p>\n<p><strong>The Mayor said the social media comments implied Council hadn&#8217;t done its homework.<\/strong><\/p>\n<p>He believed the opposite was the case.<\/p>\n<p>&#8220;We are very disciplined in the way we use depreciation funds, and we do it honestly and transparently,&#8221; he said.<\/p>\n<p>&#8220;We chose the cheapest of the three options and announced our plans last year, then put the project out to public tender, then held a public consultation meeting last week to explain our plan.<\/p>\n<p>&#8220;No one at that meeting expressed any concerns about the cost or seemed to think what we were doing was a bad idea.<\/p>\n<p>&#8220;There was more concern about the Energy Centre, which we&#8217;ll be using to house the library for a while when refurbishment work gets under way.&#8221;<\/p>\n<p><strong>The Mayor said concerns about the impact the project might have on rates, or calls to spend the money on roads instead, were not correct.<\/strong><\/p>\n<p>&#8220;This project will be paid for by a combination of Works For Queensland funds from the State Government and Council&#8217;s own depreciation funds,&#8221; he said.<\/p>\n<p>&#8220;By law, the money set aside in Council&#8217;s depreciation fund for buildings can only be spent on maintaining Council&#8217;s building assets, not put into roads.<\/p>\n<p>&#8220;This money has already been set aside, so spending the $2 million won&#8217;t have any effect on rates, either.&#8221;<\/p>\n<p><strong>Related articles:<\/strong><\/p>\n<ul>\n<li><strong><a href=\"https:\/\/southburnett.com.au\/news2\/2019\/04\/05\/anger-erupts-over-2m-project\/\">Anger Erupts Over $2m Project<\/a><\/strong><\/li>\n<li><strong><a href=\"https:\/\/southburnett.com.au\/news2\/2019\/04\/03\/new-look-for-nanango-chambers\/\">New Look For Nanango Chambers<\/a><\/strong><\/li>\n<li><strong><a href=\"https:\/\/southburnett.com.au\/news2\/2019\/03\/27\/information-session-about-library-upgrades\/\">Information Session About Library Upgrades<\/a><\/strong><\/li>\n<li><strong><a href=\"https:\/\/southburnett.com.au\/news2\/2018\/11\/21\/council-plans-library-upgrade\/\">Council Plans Library Upgrade<\/a><\/strong><\/li>\n<li><strong><a href=\"https:\/\/southburnett.com.au\/news2\/2014\/12\/10\/storm-damages-council-office\/\">Storm Damages Nanango Council Office<\/a><\/strong><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The $2 million refurbishment of the former Nanango Shire Council chambers is the cheapest option open to the South Burnett Regional Council, Mayor Keith Campbell says.<\/p>\n","protected":false},"author":3,"featured_media":232336,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":[],"categories":[22,3],"tags":[1131,30],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v19.11 -
